As a graduate of LSUS, Dr. Daniel Piotter is bringing healthcare to Haughton, La in a big way through Minden Medical Clinic of Haughton. Dr. Piotter believes in treating the root cause of the disease and not just symptoms alone. Dr. Piotter’s primary focus is on preventative care and maintenance of his patient’s physical and mental health. Dr. Kirstin Mosley is a board-certified pediatrician. She attended Medical School in New Orleans at Louisiana State University Health Sciences Center. Upon graduation she was accepted to attend Louisiana State University Health Sciences Center in Shreveport for her pediatric training. She is living out her lifelong dream of being a Pediatrician. Her passion of caring for children has been one she has had since before she can remember and is dedicated to guiding patients to improve and maintain their health through preventive care and effectively treating chronic diseases.
This Cajun girl is originally from Houma, Louisiana but grew up as an Army “brat”, spending many years during her childhood moving frequently. She wanted to settle back in her beloved home state of Louisiana for college and thereafter and when she met her husband she was drawn to North Louisiana. As a new mother herself, Dr. Mosley can offer practical Parenting experience and advice to her patients and family. She enjoys family time, outdoors, lakes and beaches and is looking forward to planting life-long roots in North Louisiana with friends, family, peers and patients.

Vincent B. Lococo, MD attended Louisiana State University (LSU) in Shreveport, where he obtained his Bachelor of Biological Sciences and Doctorate of Medicine. He served his Family Medicine Internship and Family Medicine Residency at LSU-Shreveport.

Ray was born and raised in the Shreveport/Bossier area then living in Minden for over 20 years with his wife and children, Ray has roots with friends and family that bind him to the Ark-la-tex. He attended LSUS, the University of Texas then Northwestern University, where he graduated Magna Cum Laude and then in the top of his Nurse Practitioner class. He has extensive medical experience spanning over 2 decades with years of experience in Primary Care, Emergency Medicine, Hospital Medicine and Occupational Medicine to include DOT physicals. He also serves in the Army National Guard as a medical officer, and has deployed numerous times for statewide emergencies as well as overseas, practicing medicine in military zones across the globe. When not working with his patients to help them achieve their health goals, he enjoys spending time with friends and is a musician, often playing guitar at local festivals and events. He feels that what sets him apart in medicine is his genuine dedication to his patients, where he feels his ability to participate in their health care is an honor that he never takes for granted.

Andreka Garner, is a board-certified Family and Psychiatric Mental Health Nurse Practitioner who has been in the medical field for over 19 years. Andreka will focus on providing the appropriate care for patients suffering from various mental health disorders. Her practice will be to promote well-being in patients of all ages, through prevention and education, in addition to assessment, diagnosis, care, and treatment of mental illnesses.
Andreka started as a Registered Respiratory Therapist in 2005, but later decided to broaden her horizons in the nursing field. She received her Associate of Nursing from Southern Arkansas University and her Bachelor of Science in Nursing from University of Louisiana at Lafayette. She completed her Master of Science in Nursing-Family Nurse Practitioner from Grambling State University in 2020 and her post-master in Psychiatric Mental Health from Herzing University in 2023. Andreka’s experience as a nurse has included cardiac stepdown, ICU, CCU, medical-surgical, dialysis, geriatrics, behavioral health, and management.

Dr. Manuel Ruiz, Jr, a Board-Certified General Surgeon will be coming to Haughton and Minden.
After completing his military service as a member of the United States Marine Corps, in the role of Team Leader for the STA Platoon, 1st Battalion 23rd Marines in Houston, Texas he received a Bachelor of Administration from University of North Texas in Denton, Tx.
Dr. Ruiz then went to pursue his Medical Degree from Texas Tech University School of Medicine in Lubbock, TX, and went on to be a General Surgery Intern at Texas Tech Health Sciences Center, in El Paso, Tx. He completed General Surgery Residency at Berkshire Medical Center, Campus of University of Massachusetts School of Medicine in Pittsfield, MA and Chief Resident in General Surgery at Tufts Medical Center, Boston, MA. Dr. Ruiz also received training through Intuitive Robotics for multiport colon and hernia procedures on the DaVinci System.
As a surgeon Dr. Manuel Ruiz has done a variety of general surgery procedures using open, laparoscopic, and robotic methods. Dr. Phuoc Bui, DPM attended Medical School at Kent State University College of Podiatric Medicine in Independence, Ohio and did his podiatric surgery residency at TriHealth Bethesda North Hospital in Cincinnati. He is Board Qualified in foot and rear foot/ankle surgery with American Podiatric Medicine Association (APMA) and is professionally affiliated with the American Board of Foot and Ankle Surgery (ABFAS).
Dr. Bui has completed extensive course work and advanced training workshops to further his skillset, is involved in numerous research projects and has presented at several medical seminars and conferences.
Outside of his growing practice, Dr. Bui enjoys running, hanging out with his family, and fishing. He is a skilled and straightforward practitioner who lives by the personal motto, “If you’re going to do something, do it right.”
Dr. Sarah McCann McNeill received her doctorate degree from Louisiana State University Health Sciences Center School of Medicine in Shreveport, where she also completed her Internship and Residency. Dr. Magdy Hanna is a board certified Interventional Cardiologist who joined Minden Medical Center in opening ‘Cardiology Experts of Minden’ in 2023.
Dr. Hanna has extensive training in all aspects of cardiovascular care including non-invasive and invasive cardiovascular evaluations, cardiovascular imaging, as well as coronary and peripheral interventions. His wide scope of cardiac services includes Echo, Transesophageal Echo, Stress Echo, and Nuclear Stress Test, High Risk PCI with Impella support, as well as Pacemaker and Defibrillator devices.
Dr. Hanna is Board Certified in Cardiovascular Diseases, Internal Medicine, Interventional Cardiology, Echocardiography and Nuclear Cardiology. As a Cardiologist, he treats structural heart disease, uncontrolled hypertension, heart rhythm disorders, heart failure and coronary artery disease, as well as peripheral artery disease, varicose veins and venous insufficiency. Dr. Hanna is a Fellow LSU where he received his General Cardiology fellowship. He completed his Interventional Cardiology fellowship at Ascension St. John.
Dr. Hanna prides himself in being able to offer new procedures to his patients such as the Impella heart pump to provide the best possible care to his patients.

Dr. Wilson is a fellowship trained and board-certified orthopedic surgeon. He attended the University of Notre Dame, earning a Bachelor of Arts Degree and MS in Biology and Physiology. He attended medical school at Indiana University School of Medicine in Indianapolis, IN, and completed his internship and residency at LSU Shreveport where he became versed in General Orthopedics. To enhance his expertise in Team Sports Medicine and Complex Arthroscopic surgical techniques, he completed a Sports Fellowship at the University of Wisconsin in Madison, WI where he assisted in caring for Division 1 athletes on and off the field and co-authored multiple peer review articles.
Dr. Wilson offers individualized care for a wide range of patients including high school and college athletes to those considering joint replacement. He practices the latest techniques in arthroscopic surgery for joint preservation, cartilage restoration, ligament reconstruction instability repairs and joint reconstruction of the shoulders, hips and knees.
In his spare time Dr. Wilson enjoys any outdoor activities, weight training, soccer (both outdoor and indoor) and watching Notre Dame Football.
Dr. Shirsat was born and raised in India where she did her medical training at Lokmanya Tilak Municipal Medical College in Sion, Mumbai. She then moved to the United States to pursue her residency in Internal Medicine and Pediatrics at Louisiana State University Health Sciences Center in Shreveport, Louisiana. Immediately after completing her residency, Dr. Shirsat started her Nephrology Fellowship training at LSU in Shreveport. She has been serving Minden Community since graduating from her fellowship program in 2016.
Dr. Shirsat is a board certified physician in Internal Medicine, Pediatrics and Nephrology and is maintaining her certification in all 3 specialties. She specializes in diagnosing and managing acute and chronic kidney disease and other chronic conditions, such as diabetes, high blood pressure and electrolyte imbalance. She enjoys the challenge of working with complex cases with the goal of making a patient’s life easier. Dr. Shirsat was voted as one of Shreveport/Bossier’s Top Doctors in 2023 by her professional peers.
Dr. Shirsat is certified by the American Board of Internal Medicine as well as the American Board of Pediatrics. She has achieved additional honors as a Fellow of American Society of Nephrology and is a member of National Kidney Foundation.

Dr. Russell received his undergraduate and doctorial degrees from LSU in Baton Rouge. He completed his four-year residency training in Obstetrics and Gynecology at LSU in Shreveport
and served as chief resident for the program in 1992. A board certified Ob/Gyn since 1994, Dr. Russell joined The Women’s Clinic of Minden in 1992 and continues to practice general obstetrics and gynecology in Minden and the surrounding areas with respect and caring ompassion for all of his patients.
Dr. John Mercer, served in the US Navy for 6 years in North Island, San Diego where he was on a Helicopter aircrew as a search and rescue swimmer. Following his service he received his undergraduate Bachelor of Science from LSU. Dr. Mercer then attended LSU Health Sciences Center receiving his doctoral degree, Internship in Internal Medicine and did his Residency in Ob/Gyn.
Dr. Mercer grew up in Bossier City. He personal interest include amateur radio, Alpine Mountaineering/BC skiing, theology and evangelization and baking.
